Seems more like the artist meant this as a 21st century-esque android rather than the traditional anime robot girl. I'm guessing that the eyes on her head are cosmetic and that she's actually getting her visual input from that camera.

The solution is to make it appear as though there's more bullets on-screen than there actually are? Makes perfect sense to me!
