I think I get it, it is going to be like a reset like pokemon when it faints all status aliments are reset when it is revived. If thats the case blast away Marisa
I'm willing to bet that while killing Cirno would respawn her like fairies are supposed to in Touhou, there's got to be some sort of negative side-effect. Otherwise Daiyousei and Letty wouldn't look so upset about it having to be done.
Provided I'm guessing right, it's probably something along the lines of that she wouldn't be quite the same afterward. Probably lose a big chunk of her memories, with mostly just her base personality remaining the same. It would bring her back, but it would also 'reset' her more completely than just healing her injuries.

I have a feeling Crino will be in perfect condition except she will forget everyone or maybe they want crino to be killed so she won't have to suffer in the condition she's in and stay dead in this story... D: nuuuu
