For clarity since this event is mostly over... the devices DO indeed work and it is possible to tame and live with the Fungi, but the event organizer was outed as a Fatui agent trying to win back respect from his master Dottore, using the Akadamiya scientist he bankrolled to advance the tech that had only been partially finished but he took credit for.

You missed the part where they wanted to hijack the fungi's control from the winners and accumulate a fungi army, and where the devices are releasing basically elemental radiation that makes the users sick.
