Righto! I liked the picture and found it tagged mizuki_nana on Pixiv, which led me the the copyright tag I chose. I was personally unfamiliar with the subject matter, though. A quick Google tells me you are correct good sir. That is the actual singer Nana Mizuki, who dresses like that in the video to Discotheeque, not the character. Updating tags now...well, most of them. I don't know what to do about the character tag.
