Lightning Bolt is from MK, not SSBB. There is no "Brawl Lightning Bolt". It only appears in Brawl as a reference to MK. and yeah, it's probably making only the clothes shrink, since the kart hasn't changed in size, and Peach, the kart and the items are all in roughly the normal proportions.
