That's a rather arbitrary reason to delete this, there are several pictures using the same tag, of similar proportion...

yeah IMO breasts that big can only be worth it if something is happening to them, like being lifted, grabbed, or whatnot. Barring that, they should at least hang realistically, with some weight to them.

I don't know about that, but I do know it's against the rule for pics with extremely ridiculous sizes on danbooru.

The TOS (Terms of Service) forbids images depicting bodies that are far outside the realm of normal human proportion, such as breasts that are larger than two heads in size.

The image is a violation and while the flag reasoning is shit that's no reason to reapprove it. It's also not like we have any way to track who flagged anything.
