Nah, you're just wondering too much cliches, this pic is just a fan draw which expresses the artist feelings. In the other hand the series was a OneShot which only included the first arc and Touma ended with Index. I won't be surprised if Touma is just developing his feelings towards her as he did since the vol.17.

Don't forget that indeed Index is also another kind of tsundere.

I ship nothing, but I think ToumaxIndex makes the most sense, because Index kind of needs him, whereas Mikoto, albeit occasionally immature and highly emotional, can take care of herself.
