I miss FFIV's Bahamut fight where you got a 5 "second" countdown before he actually fired. It made the fight incredibly tense if you weren't properly leveled.

Flare used to be literally called 'nuke' yet it was non-elemental. 'Non-elemental' signifies spells that don't really fall in the categories fire, lightning, ice, water, earth, wind, poison, holy or darkness. 'Cosmic'(Meteor), 'nuclear'(Flare) and 'Energy'(Ultima) spells usually get categorized as 'non-elemental'. Bahamut is literally described as using nuclear breath. Thus (Mega) Flare and its counterparts are all still nuclear powered, meaning that Okuu is immune to it all. Bahamut is unfortunately not immune for his own element, as seen in the numerous times he got beaten with his own attack.

    Please. Don't.

The picture is great artwork and also a great pun since both characters have the same name for their special attacks.
Let's enjoy it, not spoil it trying to make up an explanation as to why our favorite character between them would win the fight.

"Nuke" was only used in FFI(US) due to memory limitations and it carried forward into FFIV(US) either to remain close to the previous game (remember, the U.S. didn't get FFII(NES) or FFIII(NES)) or because of translation butchery. Every game after FFIV and its remakes all used the name Flare.

It's still described in several of the games to be nuclear energy though.
