And for this picture, here I can see a male chara, and thats the most awesome thing ever, since no one lately draws some male charas, and Iam tired of the only female artist, this is unique and I recognize it. Nice pic and nice costumes too.

The quote is a reference to the science-fiction book series Dune. And its noting the blue eyes. You see in the book series "Spice" is something like super cocaine, it enables space travel, prescience, heightened physical performance and longer life spans but its horribly addictive. Those who consume it get really pretty blue eyes like the one in the picture.
