That may be so, but that's how the official art style makes them out to be. Street Fighter depicts Cammy as having what could be considered regular body proportions.
And if not the length of the femur, then the size of the lower legs, surely. Her left leg is smaller in general than her right leg (may be depth perception, but w/e) and her lower legs are insanely thin. Not to mention that her hip-bone looks weird. That could be perception again, but there's some fucked-up perception going on if THAT'S the case.
