You mean semi-automatic. Of course they can, but the handle is definitely revolver-like, while the slide is pistol-like.
There's no way you could fit a magazine in that handle and if you somehow managed to do that, it wouldn't have any means to feed the chamber, being some five inches far off. Just... no.
Also, hammers as a criteria to distinguish short firearms are irrelevant by default. DAO revolvers have hidden hammer, and some of the most famous and spread pistols are hammer-fired, for example the CZ-75 or Sig.
That's definitely a semi-auto with a revolver-style grip, though. And yes, she's likely to lose some flesh that way.
The pistol looks pretty half-assed, to me; almost like the artist wanted to draw a finger-gun gesture, but failed, and shopped in the pistol at the last minute.

maybe she was like aiming at something/one? for the gun itself... I've seen far worse and by the way... she is just cosplaying, meaning this dosn't have to be a real gun in the first place for anything else: chill people, concentrate more on the lovely girl ;)
