Presumably most people's experience with Digimon starts from the anime, and well... *gesture towards Angewomon and LadyDevimon*

Also I looked it up and it doesn't seem like she can evolve from Starmon, but who knows with how their Digivolution tree works.

She can't (and unlikely will be). The joke here is that all Digimon depicted here have "Starmon" in their name, including Beel Starmon, and how different she is compared to other "Starmons" (who were all in the same evolutionary line).

Now possible due to Time Strangers! Though with DarkSuperStarmon instead.
