She controls curses, you're right. Don't think it'd label her a curse goddess herself though. Just earth.

I think it counts just because Suwako is 80% of the time, cute and happy-go-lucky

If I am remembering right, she is a earth god that happened to beat the mishaguji and thus gained control of them.

In Touhou the Mishaguji is/are a curse god(s). Now what the real Mishaguji was like I'm not sure. This site provides some info about it, but if only I could read Japanese.
