That's Jormungand, at the top of Uleguerand! I've actually taken part in several Jormungand fights, and it really does look very much like that. Especially the Black Mage getting harassed by an Ice Elemental, ohoho~

what's clearly happening here is that they're ALL waiting to get at that takoyaki(?) stand ...i think the dragon is trying to cut in line, obviously upsetting those waiting their turn
