I read it as Yuyuko doesn't think Youmu is ready to challenge Sakuya in a race with the latter in full timehax mode, but the translation does seem a bit ambiguous.

Seems that way to me too, emotional dependency on anyone else other than oneself will often lead to demise. Most likely Yuyuko is willing to play the devils advocate this time around. Shame in one sense as it would be quite the sight but that troubled look on Yuyukos face is most interesting coming from someone so care free.
