More-than-likely, it's set during that one Sound Stage that mentions Fate's own place.

The sound stage in question is the movie 1st sound stage, but I believe this comic came out even before that. So basically Fate is just a constant visitor to Nanoha's house and doesn't actually live there. This jives with Vivid chapter one, where Fate says she's visiting to celebrate Vivio's starting of a new grade. She wouldn't need such a reason to return to her own house.

I agree, if the case was "I asked for time off to come and celebrate" then it would be less telling. However the actual context of the chapter is that Fate's ship returned for repairs, which gave her free time she decided to use to visit.

Of course as said in this comic Fate has her own room in Nanoha's house, so it's quite clear that Fate is there a lot and often spends the night there. It really is her home away from home.
