I doubt that is how it works. Normally octopus girls in erotic material get made with a vagina at the center of the tentacles instead of a beak (albeit I read a comic with one that had a vagina and a retractable beak, best of both worlds).
And the text is expanded and more detailed than in the previous version of the scylla by Kenkou.
I think the beak just moved up and became her human mouth, as that sort of transformation is normal for monster girls (otherwise it may as well be furry). If you look closely, the tentacles only have slight attachment at the top of the legs (special muscle/nerve anatomy?), but they really start somewhere below the ass as you can see from the slip in her sarong. I'm positive the vagina and anus are 100% human.
