Is that thing even a hat? It'd be more believable if it was some shield or something being held by Suzaku.
I cannot take this picture seriously with that hat...

Maybe it IS a shield. But the location makes it rather difficult to not imagine it as a fashion disaster.

The last time I saw a hat like that was Card Capto Sakura!

CCS is by CLAMP and they did the charatcers designs and whatnot for Code Geass.

Those were Conceptual designs, only.

Actual character design, animation direction and depiction was all done by Kimura_Takahiro.

it's not a hat, people. it's a kite.
it's his crown, I mean his an emperor, and anything belongs on top of his head would be considered as a crown.
