ZUN never mentioned who the god that gave Okuu her powers was (Kanako having an underground base in UNL doesn't quite get to that definition).

No, not directly, but Utsuho said they both came down from the mountain. Combined with their motives, blatant confession, and what they've done with Utsuho since, it can only be Kanako and Suwako.

See Hisoutensoku. Utsuho is still a part of the Geyser Center and Kanako / Suwako's industrial revolution plan. Ergo she's still working for Kanako.

In an interview, ZUN has explicitly stated that the main stories in MoF, SA, and UFO are connected to each other. Thus the God who has given Utsuho Yatagarasu power is 99.99% Kanako or Suwako.
