Justice, from what I researched, is eleven. Anyways, other than those two, everything else seems correct, so maybe they flipped flopped it by accident...
About the numbers ... It's because they are different Tarot Deck. The creator of P3 used Thoth Tarot Deck, this one has Strengh as 11 and Justice as 8. Well, I may be wrong, but it's why I read last time, about tarot decks.
