Perhaps it's missing a decimal. 1.5 meters would make sense.

Maybe it's talking about the distance from one edge of the pool, not depth (15 meters or 49.2 feet is way too deep for a pool). But unless we ask the artist, we'll never know.

It is a mark for swimming, but yes, this pool isn't suitable for bigger competitions, maybe for training.
