not sure if it's in her dialogue exactly, but according to her sa profile she can probably reopen her eye, and i'm pretty sure the trend of drawing her eye open started with that.
the narrative is that she was "moved" by the idea of strong people like reimu and marisa being out there and even showing this strength to her family, and she began to feel regret about closing her eye in the first place.
