In some parts of the game you use a semi-automatic gauss rifle as an easter egg. Although this is random the electric rifle apparently is supposed to be unlock-able in the full version but unfortunately it is not done yet.
Considering it was last updated in 2009, I don't think it will ever be finished, alas. Though TANAKA U is actively tweeting, so maybe it wouldn't hurt if someone actually asked him about it :3
