To my understanding, 'blond hair' is seen as a westerner thing and thus an "American Reimu" with blond hair would give a stronger emphasis on the west, given the Fourth of July is most celebrated in the US.
She's a memetic character from one Touhou GTA series. When asked if she shouldn't step in and do something, Reimu brushes off the question with "I'll leave it to the American miko."
From there was born the idea of a crime-fighting superhero, the American Miko (secret identity: Reimu Barclay). She'll deal out two-fisted justice to youkai who break the law and probably tell them to go be a family man.
Being a nebulous parody character and amalgam of mangled Americana, her original model and some fanart just give her an Earthbound face.

and throw hamburgers instead of Miko yinYang Orbs, also instead usind needles, she will be using gun- Oops, my mistake, Freedom... also her Hit box would be bigger (because of her fatteness) and instead of flying she would be on a minikart using Artificial Oxygen, an that Gentlemen would be the original Miko of 'Murica.
