He's still contemplating how to bed everyone in Gensokyo. Well, he's assigned part of his brain to do it indefinitely whilst the rest of his brain deals with the usual stuff. It's just the part of the brain used was the part that deals with expressions. So he'll always look like that, even if he needs to speak.

He is planning to take over Gensokyo after this, because he is infusing all of the outfits he made with controlling devices, this was after everyone is wearing one of his special outfits he will rule and make them do horrible actions they would never do otherwise...like PAY THEIR TABS! A nue is a Japanese chimera, so it has no defined form. Because it has no defined form, people who don't know what a nue is would just see a black cloud, those who only know rumors would see what they imagination conjurers up and everyone else would fall somewhere in-between the two groups.
No to both. Nue's dialog in UFO's Extra Stage makes it clear that what you see there (and here) is her true form.
However, she doesn't want other people to know what she really looks like. In Marisa!A's post-battle conversation Marisa asks for some some of the Seeds of Non-identification (what Nue placed in the "UFOs"), and it turns into a glowing orb. Marisa comments that she could have sworn it was a snake when it was in the UFO, and Nue replies that it turned into an orb because she knew its true form.
She also says that the Seeds are a part of her, so her ability to hide her true form likely works the same way. If people knew what she really looked like she wouldn't be able to hide her true form anymore.

Nue implies that the form we see in the game isn't her true form. Not only that, in the Marisa A extra ending, Nue claims that Marisa has given up imagination for knowledge. That in mind, Marisa might be conned into believing "ok you got me, THIS is my true form (lie), just don't seal me away *sob*sob*".
I'd say that while Nue doesn't have a 'true' form, she does have a 'default' or 'most comfortable' form that she reverts to when she is alone, after being defeated or when she's around friends- possibly just the one that humans can parse with the least effort. That would be the one that ZUN uses for her character portrait and the one that we see here.
I started to check the previous strips and realized it's been already over 10 strips since the fight ended. What do you think Orenji is cooking up now?

I don't consider that to be the case if you consider that quote in context.
Nue asked "So humans aren't afraid of unidentified flying objects these days?", and Sanae confirmed that. Since humans aren't scared of the unknown, Nue thought if that is the case that she might be more scary going on a rampage in her true form.
RE: the Marisa!A lines, I'd say that is reaaallly reaching (and applicable to anyone who takes a scientific approach to things) and is also contradicted by other parts of that scenario, as well as dialog with Marisa!B, Reimu!A, and Reimu!B. Examples:
Reimu!A: Ahhh, my true form has been uncovered by an unidentified shrine maiden. What am I going to do now?
Reimu!B: Now that you've found out my true form, I'll use all my powers to keep you quiet!
Marisa!B No, I can't go see them. If I meet Murasa, they'll find out I'm the one that was causing them trouble. Besides, my real body is hurt now.
My point was that Nue was ambiguous about whether what we see is her "true form" depending on which ending you got. People in Gensokyo know that youkai exist so they wouldn't see a black cloud, they would either see what they imagine a 'nue' to be (in our outside world minds, a creature with head of a monkey, the body of a raccoon dog, etc) or mistake it for something else completely (UFOs in Sanae's case)
