I don't think it's meant to be Laios... is it? The only similarities I can find are his hair and build, but other than that, everything is pretty much different (also, pointy ears?), and the artist's commentary doesn't really help...

Went to twitter and confirmed it's an oc commission. I wasn't sure if it was related to future plot since they seem to get new costumes and change races lol. But looks like it's just a similarity here.
