Sometimes it's possible to pull off blue hair, only under several conditions though: 1. It has to be a very dark blue, any other is just tacky. 2. Has to be permadyed. Can not be a wig. 3. Has to be straight hair. Preferably short.
Hard to pull off, but it's been done. 1) Yes, dark blue seems to work better, and the highlights are critical. 2) I've seen a couple blue wigs pulled off. Probably not cheap wigs, tho. 3) Disagree.

comment #3) Disagree. I'm referring to the frizzy messes that some people are burdened with. If you have a smooth curl than it's fine, but if it's all split it's bound to look pretty bad. However, I'm still sticking to 'preferably short' since for some reason I've found it works better for people going long term with it. Straight can work, but you have to have right face framing, facial structure etc.
