If only...

Mokou and Kaguya could have been in SWR/UNL. But tasforo/ZUN said that the ended up gamebreaker potential so they were left out. Same for I think Mystia and Nitori.

Nope, it was actually development time issue, not balance issue. It doesn't even make any sense that they couldn't have nerfed them. Yukari is canonically most powerful and still not overpowered.

It was both, actually. Mokou and Kaguya were overpowered, and there wasn't enough time to balance them out, so they were scrapped.

Reisen and Tenshi seem to have been used as the bases for them.

I think most of the time was used up on Sanae. Here's hoping the next fighter has them.
