I think this might be some kind of reference to Buddhist reincarnation, though, with the six above the other few... my memory of the subject isn't so great, but I think it's refering to six normal worlds you can be reincarnated to above the Hells you can be condemned to, so trolling Reimu is trolling the world of humans, while trolling Momiji is trolling the world of animals, while trolling Yuugi is trolling one of the Hells. I think she's just shocked that she found Cirno in the lowest Hell, just because it's (9).
