I'm pretty sure alphes just wanted to make her flying, but without paying attention it's easy to get the impression that Utsuho's much taller than the rest. For example see here at 0:28.

I think her sprite still shows a touch more height than Meiling's, and Meiling is quite often portrayed as being on the tall side.

Sakuya, Sanae and Reisen is too small in my opinion.

Even if you compare her sprite to Meiling's in that video, the former is still taller.
