Nope. Look at the headbands and poses.
Nitori = Gaara Suwako = Naruto Sanae = Sakura Aya = Temari (wears her headband around the neck, same as Hinata but also uses a fan and wind to fight and her outfit shows off her legs) Hina = Kakashi Ran = Kyuubi I'm guessing Chen = Nibi, but the author might have just put them in the cage together since Chen is usually with Ran Momiji = I thought Kiba myself at first but the positioning of her headband suggest either Lee or Ino (both wear their headbands as belts) I have no clue who the Aki sisters are supposed to be (nameless fodder nins or possibly Sakon/Ukon, two villainous conjoined twins) Byakuren = 1st Hokage Yukari = 2nd Hokage Yuyuko = 3rd Hokage Eirn = 4th Hokage Kakanko = 5th Hokage (which is weird because Tsunade is the 5th and she's basically the world's greatest doctor; you'd think Eirin would fit better, plus her slugs are supposed to be strong against snakes)
I think the artist didn't care too much about them matching up (cuz' few people in Touhou have similar personalities to the Naruto cast), and just went crazy with it all, though Sanae as Sakura fits surprisingly well in my mind for some reason...
