Maybe her power has a reverse effect on insane people. If she can make sane people insane, then she surely can make insane people sane!

Flandre doesn't mind losing her sanity. Sane people want to keep their sanity so becoming insane isn't their norm and thus become useless. Flan just becomes twice as destructive.

Reisen could always manipulate Flandre's brainwaves to make her placid. That's within her power.

She just has to, uh... get Flan to sit still long enough to use the Lunatic Red Eyes on her.
