Agh. Can someone confirm if this is a Nishimura_Kinu piece? I keep tagging and untagging... The Chun Li facial expression and blouse coloring reminds me of Nishimura, and most of the rest of this pool is by Nishimura, but Ibuki's expression and giant background are not typically used by Nishimura.

I would tag it as Nishimura_Kinu. Looking at Chun-Li images by him, the cheeks are very similar as well as the eyes; no black ink on the bottom.
