Weeeellll, yes, but Touhou characters seem to be able to remove their wings at will (Aya, Hatate in particular) and she could just take off the cape. Though I dunno why she would.
Some do depict the arm cannon as removable, but it seems like the atom leg and rock foot ought to be permanent. Though I did see her in one manga slipping the concrete off like a shoe...
