It's because Meiling is awesome and Reisen is awesome. Thus, together, it's pretty awesome. Youmu is strangely fitting in a way, but not nearly as awesome.

There are no crack pairings in Touhou. Everyone paired with everyone will always make sense, you're just not thinking hard enough.

Actuality reisen udongein inaba does not fit with that statement as lunar people are prejudice against earth born... but that prejudice does not include ghosts and half ghosts.

These two are always abused by everyone in the fanworks. Them finding eachother has something extra most Touhou pairings don't.
