It's actually somewhere between 14-16, ergo mid-teens.
That's why I said that 2003-2005 were the most canon-like Reimu.
Most Touhou girls are supposed to be in that range like Reimu, Marisa, Sakuya, Sanae and so on. There aren't any that were supposed to look much older than 20. Yes, I'm speaking of Yukari, Eirin and the like.
