The Janitors and Moderators are supposed to uphold the quality of the posts. Just because you fork $20 doesn't mean you know what you're doing or that you have the proper eye for art. There are quite a few numpties out there who would send the $20 and spend their days vandalizing until someone caught them, and that isn't worth it either.
I'm honestly surprised that so few people have noticed this--look at her eyes throughout this scene. Those indicate she's possibly being controlled by someone else, cause those are a variation of the stereotypical "crazy brainwashed/mind-controlled/possessed person" eyes.
Or maybe that's just an added layer of trolling from good ol' Anno.

Having watched the show just recently, I can definitely say that that's not how Stocking's eyes would look like when she's being crazed and very determined, which happens in several occasions.
