Looks more like half Remilia, half Murasa to me.

She got fin ears those wings could be fins as well or they could just be wings for when our new underwater friend flies out of the water.

Apparently it's actually a Touhou universe original character, mitsuyari_naaja.

Judging from the pixpedia article, she ist a dragon with the ability to make tsunami(durr), but lost her memory.Her creator say'd that she was able to flood whole nations. It also is desribed that she was picked up by Shou and Nazrin after her memory loss. Her ability in the present ist to transform into water when shes wet.
