    Generally, "Ora" will mean something like a taunt ("Come on!"), but in this context, yes, it's supposed to parody Jotaro's war-cry.

    Excuse me for answering a 2-years-long post, but Full Potential is a Digimon World 1 Mech-type tech that increases all of the user's stats and it is the best stat-increasing tech of said game only available for Mech Digimon.
