Those are scouts, from the Overkill Protection Chapter. The scouts wear power armor, and the Marines wear terminator armor, and the terminators wear land raiders as armor.

Yeah, the badges look the same, but the colors are different. The Overkill protection Chapter's colors are florescent pink and neon yellow. When you have as much armor as them, you don't need to be subtle.
