This is really the worst of them Space Marines. You can't reason with them, you'll still be killed when you obey them, and you can't outrun them since they're 3 times faster.

This guy is a Chapter Veteran. If I remember correctly, veterans who show prowess and experience in their company are transferred to 1st company, explaining the 'I' symbol in the pauldron. The only all red scheme chapters are the Blood Angels and Blood Ravens, but since the symbol is probably at th right pauldron, we cant see it here.
