Given that one looks exactly like a baby Fate and the other exactly like a baby Nanoha, yeah, clones are the obvious explanation.

There's a proposal for a process like that, however it's still only a theory. There's no laboratory data to back it up. The guy who came up with it did patent the idea, but only 'just in case' it worked. If it ever did, no doubt it'd be ungodly expensive.
