Nah, she's based on Leopard Geckos based on the spiky tail and spots. They're mainly desert-dwelling creatures, far removed from water. Why swimsuit then? Beats me, but she's cute anyways.

well it's not the same character and leopard geckos aren't amphibians, so even assuming the swimsuit is the uniform of the amphibian team, there's still no explanation for this one (except fanservice, but then she still could have been wearing a skin-tight bodysuit or something of the sort, in relation to the fact she can just climb walls to do deliveries through windows)
