Can she really do that in the Touhou universe? Or is it random for the comic?
Like Corbun said, everyone can. But since Reisen's danmaku look so much like bullets from guns, she's usually shown shooting danmaku with her hand in that position.
Useless fact: if you give a rabbit a carrot, it will eat the green end, and will wonder what this orange crap your feeding it is. Also, yes, a rabbit can die if you feed it nothing, but carrots all day.
