Should be a generic, Nao's dress has a long slit up the side. This one does not.

Kogasa should have shown the nosebleed so Sanae could take it as a compliment (She seems genre savvy enough)

Then again, barring the fact it's not quite long enough, her hairstyle is remarkably similar. It may have been the artist's intention to have her cosplay as Nao, but not quite got the dress completely right.

That's her snake-encircled braid, which is hanging in front of her ear in panel 1. She has the rest of her hair done up in twin tails.

It's possible she gripped it in both hands briefly as she turned around, then switched shoulders so she could cover her nose with her right hand, but yeah, that's likely an error.

The chinadress designs definitely mirror those of Nao's, but it's just slightly modified to be more modest by not being split up at the thigh.

Perhaps he meant to do a total Nao cosplay, but just didn't have a Nao image handy. Still, if it's tagged as such on Pixiv... and it really only is lacking the higher slit and stockings that Nao wears.

in the third panel, Sanae's mouth is positioned kind of strangly compared to the rest of her face. her mouth should be about in the middle of her nose and chin, however here it appears to be on the side of her chin.
this isn't a case of artstyle, i think the artist just didn't realize the wierd postion.

As far as I can tell, calling this a Nao cosplay just because the clothes appear the same color would be like calling anyone wearing miko clothes a Reimu cosplay, which would be ridiculous.

Don't forget the hair, nao. That's a part of the cosplay too, even if it's not long enough to use as rope.
