You need to spends 10 gems to reset level back to 1 and recover all spent resources, but that's a pittance, they give you that much for free daily, anyway. I never did reset skills, I take it you recover the resources too?
I did exactly this pretty much right after I got siren yesterday 💔 although it looks like I didn’t need to, the new supply stuff like the 5x5 and the Drake thing are giving me this stuff in troves

Yes resetting skill is free. You only need that thing the skk is holding. They give out a lot but you can only use it when they let you
She's still good after all this time. You just need to reset the ult to 1 and use those books on meta bursting attacker. She's typically used as an off-burst unit nowadays.

If anything, Dorothy is the one that should be getting reset as Siren pretty much straight up replaces her in raid teams, if she even still had a spot at all

She saw a bit of use if you didnt have some units to kill the clone serpents on last solo raid since she has distributed damage on her ult.

I don't know how gacha players came to accept this design philosophy to the point that it has become the predominant practice among gacha devs. What happened to the majority of units being designed to be evergreen? Surely the art and character lore alone are enough to sell a unit without it always being the new meta, right?

Depends on the type of game, but Meta does matter if said playerbase can't beat it. Some other gacha games i played were super hard to the point that casual players would often go to forums to ask on how to defeat 'insert boss here' only to be told they couldn't use their favorites, they have to use whatever new characters came out cause old vanilla characters literally weren't built for the new mechanics of the game and a lot of gacha game devs never go back to buff older characters.
The power creep do be hitting hard some times.
To take Girls' Frontline for example, they eventually started introducing enemies that had force field shields on them. Newer characters had abilities to punch through or deactivate said shields, but older characters were basically left in the dust. You are essentially forced to gacha for the new characters to even have a chance at beating the later campaign stages. Old favorites and old meta units basically just became garbage filter now.
Nikke has this problem even since last year where New Nikkes might not help out in fights at all, Some of them are even being made with PVP skills, so they do almost nothing in PvE battles. I do see some people post in forums and discord about "Here is my team, i can't beat chapter XX" only to be told the team has no synergy or they are using PVP characters, they have to change it out. Then the person who asked gets angry and says they want to use their favorites.

I have to side with older gachas here which have been giving rolling waves of buffs to even the oldest characters. Even Raid Shadow Legends which is otherwise considered cancer in the gacha space has completely overhauled more than a few of their oldest units.
Or maybe that's a inherited trait of the Summoners War clone family since Com2us does the biggest balance passes of any gacha even when its players don't want them to, handing out multiple buffs and nerfs to 10+ units every time. They even gigacharge or bury their most recent releases yet this practice doesn't stop whales from spending on the new thing. ShiftUP is a Korean company just like Com2us so I don't think there's any legal reason they can't change old units.

I would view the release of new levels of upgrades for older characters as an entirely different system from just directly changing the old characters, because eventually they become standard across the entire roster meaning that newer stronger characters usually benefit more when their turn arrives to get the new upgrades.

Then you have outliers like Helm, who skyrocketed from mid to top tier with her treasure.
