How does that work? Do you just get a code packaged with the ring?

Unlikely, considering that the skin name has been translated

Seem that they decided to directly sell the skin in the skin shop outside of China (probably to avoid the tarrif thing)

Surprised the hell ot of me. But hey, no complaints. A lot of her custom dialogue is about a ring, which makes sense, I guess, if I'd have to get a ring to get the skin.
