A little context: The replies to the image from the twitter post implies that the chibi can explode. If one uses that context, the commander could've had some explosive fun while pleasuring themselves and it's an "OH SHI-" moment for Cheeta.
Sorry for responding so late, but I recall asking about that in one of the forums a while ago. If I remember correctly, the person who replied said that they think it was a meme and not a derivative. I am still not sure if I should count it as such though.
