EXACTLY. Utsuho has intimate, PhD-level knowledge of all aspects of the atom, such as fusion, fission, the Strong and Weak Nuclear Forces, and so on. The problem is that outside of this, she's a big doofus. However, given she quickly picked up the mechanical know-how required to maintain her reactor, I think it's not that she's stupid, she just needs to learn. And it's hard to learn lessons when the repercussions don't really hurt you all that much on account of you being a nigh-invincible fledgling god.
