This doesn't look like the official art style. Looks like the style of a doujin i've read before. Better have to check that tag.

IIRC, this is an illustration of a supposed Railgun SS Novel.
Not sure if that make it official or not.

It's an illustration for a short story written by Ryohgo Narita for the special edition of Vol. 5 of To Aru Kagaku no Railgun. So yeah, I'd say it's official.
